Educators should consider the intensity of disability- and language-related needs for individual students.

One way to think about the complex and varying needs of Pedro and students like him is to use a quadrant diagram (click to enlarge in a popup window).

A student with both English language and disability needs generally can be thought of as falling into one of the four quadrants based on his or her specific needs:
  1. High English language + low disability-related needs
  2. High English language + high disability-related needs
  3. Low English language + low disability-related needs
  4. Low English language + high disability-related needs
